That actually looks like lymphocystis, and if it is, it's strictly a virus and will burn out and go away once it's run it's course. I've never known plecos to get it, so it could also be some sort of a tumor that started after fin damage or something. Either way, treating it with medication is probably going to be ineffective and stress the fish. Are they actively growing? I had a tumor on the fin of an L401 that I had to excise to stop the growth. It was not what I'd call a fun process!

Do you have any advice on the appropriate medicine(s) which can prevent the fish secondary infection from bacteria or fungi? (the branded
medicines (such as Sera, JBL, Waterlife, etc) will be especially helpful as it is easier to find them in the market).
I am using Nifurpirinol which is rather effective for controling bacteria even though it aso kills the nitrifying bacteria in the filtration system...
There doesn't tend to be secondary infections for types of tumors, IME.... The most important thing will be to keep his water quality optimal and be patient and see how it progresses in the coming weeks.

I just conducted a mini surgery for him this morning to remove the "white cloud" and he lost a hard bone of his pectoral fin...
