There is not much the police can do, this person has simply offered you more money that you have asked, for an item you are selling. Obviously if you sent the item and didn't receive the money it would be a criminal matter but I would hazard you would not be able to trace this person (or people). The aquarist-classifieds website has a link warning about these types of emails.
Tell him that you are okay with the transaction as long as you can wait for the bank to clear the check. It should take at least 10 business days and if he can wait that long for his fish... you are cool. He will not accept these terms. but you will have strung him along and wasted more of his time.
