I realize conditions of the tank and feeing play the major role in developing size. Lets say the tank and feeding program are at a very high quality, how long would it take a 1.5 inch zebra L46 to reach 3.5-4 inches.
I am looking for some opinions and some experienced guide from fellow fish/ breeder hobbyists.
Thanks in advance.

Hi There.
John is pretty much spot on there. It will also however depend on whether you are looking at Males of females. The females are more likely to breed at an earlier age than the males from my experience. Depending on whether or not you have other males in the tank, the largest oldest male will tend to be the dominant.
