I would definitely replace them. The new Stealth heaters made by Marineland seem to be working very well, they aren't breakable, and if you accidentally forget to unplug them, they shut themselves off before they over heat when you're doing water changes. They're relatively inexpensive and the representative at the trade show literally smacked it on the edge of a table then stuck it back in the tank to show that it hadn't hurt it at all. It sure looks promising!

I would get rid of any heater that is showing condensation on the inside as to me this suggests that it is nearing the end of it's life. I've had a few heaters that I've thrown due to this problem, I think it's best to just for safety reasons. You should be able to clean off the brown deposits and the heater should still be ok as long as it's not the same one that has the condensation problem.
