It's probably a male, but honestly, that's a terrible picture to try to get guesses from. You can't see any of the details to make an accurate assumption about it.

Rainy season water changes are supposed to drop the tank water temperature considerably to help stimulate spawning. I'm not sure I'd worry about 5 degrees.

I have no idea what a power head 30 is or how much water it moves. Sorry. I'd need more information to have a clue. Are you prefiltering the powerhead? If not, I recommend it. Hydro sponges are great for that purpose.

Honestly an FX5 on a tank that size would make it a jacuzzi. You'd never be able to get food to settle on the bottom of the tank with it. I've got one on a 75 gallon and it's probably twice as much filter as is needed even for it and I always use extra flow. Amazingly, my discus find a quiet corner...
